Yeah, I noticed that too, this time I watched, and wondered the same thing. But I think he was just a little too enthusiastic of a flag-seller (probably gave people a flag for a donation to a charity, actually). However, it was to show Wigand's paranoid state of mind, that he thought everyone who approached him might be an enemy, so he kind of bumps into the guy roughly and is rushed onward by his bodyguards. That was my take, anyway.
