So you think GT was made for the money because the power levels didn't make sense? That's pretty much an issue DBZ dealt with from the beginning, and even the original Dragon Ball had that problem to a small extend.
Old Kami > Mr. Popo > Kid Goku > Young King Piccolo
Goku and Piccolo had a power level in the range of 400 when they fought Raditz. a year later everyone has surpassed 1000, and they reach the millions during the Frieza saga... only a few months later! Do their training methods really improve that much over such a short period, after all the hardship they previously went through?
Majin Buu separates his evil side from his good side, the evil side then absorbs the good side and somehow becomes much stronger than ever before.
Goku & Vegeta fusion > Evil Buu + Good Buu + Gotenks + Piccolo + Gohan
Goku & Vegeta then release all their friends inside Buu. He becomes Kid Buu and again somehow he grows stronger.
Bottom line: power levels shouldn't be taken seriously to begin with. And even if you think DBGT is badly executed (which I partly agree with), it doesn't mean they weren't trying to make a good show. The power levels are at least not an indicator of that, they were just following Toriyama's footsteps.
It was stated that the potara fusion was more powerful than regular fusion. It increased the fused being's power in addition to the combined power of the two that fused.
Old Kami and Mr. Popo have trained more than young King Piccolo who never trained. As a namekian, King Piccolo was an average guy who has never trained. The average namekian, however, is much much much much stronger than the average human, even with no training.
I should also add that Kami and Piccolo's strength were cut in half after they separated but Kami continued to train while Piccolo just ruled the world without training.
Also, the Gotenks fusion had broken before Buu absorbed Gohan. The strongest being Buu had absorbed at that moment was Piccolo, which is why his features (his cape) were displayed before he absorbed Gohan. So, Buuhan is not THAT much more powerful than Buutenks.
You can't forget that the mystical power of fusion increases the power of the fused being in addition to the combined power of the two that fused. The potara fusion gives more mystical power than regular fusion. Not to mention Goku and Vegeta (Vegeta trained in other world after the battle with fat Buu) are both stronger than Gotenks and SS3 Goku is on par with mystic Gohan.
