Is it INTENDED to be clear. . .(possible spoilers)

who is in the tent and who is on the boat at the end? Both women were clearly disturbed and each had motive to steal the others identity. I wasn't sure why the woman in the tent had a bag over head (or was in the tent)?

I admit I have a difficult time recognizing faces, especially when people are wearing sunglasses, but I think this might have been intentional ambiguity on the part of Ozon too. That COULD have been EITHER of the women disguised as the other on the boat, couldn't it? I just think if Ozon wanted to be more clear here, he would have. . .
