this movie had never 24 million usd budget, never! the movie looks like a typical low budget dtv production. maybe about 15-20 million usd budget.

I'm sure the movie cost at least $20 million. As you people may know, Van Damme is popular actor who has his fans and it doesn't matter if it's direct-to-dvd release, still the movies are made with big money.

Here are few examples about his movies and their budgets:

Until Death (2007) $15,000,000
The Hard Cops (2006) $12,000,000
Second in Command (2006) $12,000,000
Wake of Death (2004) $16,000,000
In Hell (2003) $17,000,000
Derailed (2002) $18,000,000
The Order (2001) $25,000,000
Replicant (2001) $17,000,000

So 8 movies, total cost $132,000,000.

looking at these budgets, so much must have been siphoned off for Producers cars/houses/etc. Even removing JCVD's and Ringo Lam's salaries from the equasion, where did 17 mil go on In Hell? Does this count promtional spending too?

Didn't see this movie but believe me, they spend money like water. After being on a few movie sets they spend a great deal of money just on the food for everyone. It's usually catered and very tasty. They need to feed a lot of people 2 to 3 meals a day. for months. Explosions cost thousands of dollars and reshooting them is double. You and I could get more for 24 mill and probably make a more interesting movie but to them it's pocket change. It all adds up.
