Spoiler Discussion: Was it 100% conclusive that Frank Olchin (played by James Caan) ordered the killing of Leo?

I watched this movie yesterday in the middle of the night and was really tired and thought the movie was boring ( I was falling asleep). I really couldn't follow the storyline.

I rewatched it today during the day and thought it was a solid film (8/10) and it was actually quite straightforword.

The outstanding question I had was does everyone agree that james Caan's character actually ordered his goon to have Willie Gutierrez actually go and kill Leo?

They never showed him ordering it, and the biggest problem I had with this narrative was that the whole film tried to preach that he was an innocent bystandard who was just unfortunately facing hardships beyond his control. He WAS corrupt but the film implied all his competitors were equally or even more so. He almost seemed like collator damage.

Also he outright said that Leo was a murderer and he was not going to be like him. When hes told to have Leo keep away. All of a sudden we see Willie trying to kill him. Was it an actual order for sure or was it his psychotic behavior from being lied to that Leo had a thing with Erica (played by Charlize theron).
