This movie is dated 1998. It was 13 years after Witness (1985) and 12 years after Top Gun (1986). She was born in 1957, so she was about 28 for Witness and 29 for Top Gun. By 1998, she was 41 years old.
As far as "butch", she was wearing a relatively short skirt and a tight blouse.
