Was Thibadeaux some kind of Red herring?

When he is near Mac, he acts like a dangerous mobster, when he is near Cruz, he acts like a coward crook and at the end he shows up like a pluck FBI agent. It seems to me he is some kind of plot malfunction because if Mac and Cruz already knows he is FBI, why pretend to be undercover if there is nobody else around?

Maybe .. 'liquid plot solidificator'?

I think he's exactly what he needs to be to make the plot what it is.
