I always assumed it was Milton because of the way Roman killed him. First, he decided to make Milton's home the scene of the final showdown. Second, unlike everyone else at the party (who aren't Gale and Dewey) and his previous kills, Roman doesn't merely hunt down and kill Milton while dressed as Ghostface. Instead, he captures Milton, ties him up, imprisons him in the room where he plans to lure Sidney for their confrontation, reveals his identity with Milton in the room, and then cuts his throat. Besides Sidney, Milton is the only person Roman planned to be aware of his identity before he killed them. He didn't even reveal himself to Gale and Dewey.
But the film never actually says.
