I wanted to like this movie. Alas, the script is thin at best, and riddled with plot holes and poor direction at its worst (which is often).
I'm of the same mind. I really did want to like it, but this is a rather odd movie with a strange tone to it.
It's kind of promoted as a comedy adventure, but it really isn't funny at all and the action scenes IMO are really poorly directed, lit and edited. The script as you say appears very disjointed and lacks any real wit. The leads don't have a lot of chemistry (they spend a hell of a long time onscreen - arguing) and in fact for much of the movie, Robert Carlyle's Plunkett seems to be looking for something to do, as he really doesn't feature all that much.
The music? Well all I can say is that some of it works and some of it sounds truly bizarre in the context of the scenes to which it is applied. However it may have influenced later films like "A Knight's Tale", which also uses a lot of contemporary music in its soundtrack, but in a far more appropriate fashion.
I really think the film world is crying out for a good highwayman movie, but this one rates as a missed opportunity.🐭
