Well, there's The Wicked Lady, which was not a comedy, and pretty awful, imo.
There's also a highwayman plot line in Moll Flanders (the miniseries version starring Alex Kingston).

And if you're looking for comedy, try Blackadder the Third: Amy & Amiability.

The Lady and the Highwaymen <--- cheesy 80s TV movie with Hugh Grant! Its a bodice ripper! Love it! Its a shame there isn't more movie about Highwaymen culture?! A GREAT book on the subject is "Stand and Deliver! A History of Highway Robbery" by David Brandon.

I think there's a market out there for a good highwayman movie, as they are pretty thin on the ground. Unfortunately Plunkett & Macleane doesn't really fit the bill and I feel it's a tale of missed opportunities.🐭

If you are just looking for a very similar movie I suggest Burke and Hare http://www.imdb.com/title/tt1320239/?ref_=nm_flmg_act_22 Simon Pegg and Andy Serkis, but this time playing period graverobbers with a comedic spin on two of Scotland's most notorious criminals.
