Is this supposed to be a reboot? I have not seen this or the original, and I am wondering.

This is a reboot; a separate story.
I'd advise you to watch the original (1968) and its sequels before this one. The original is vastly superior, and I wouldn't want you to be put off watching the original by watching this one first. Not that I don't like this film (it has its moments and the make-up is good), but it's nowhere near as good as what preceded it.
