The ASNKA has been handled clumsily at times throughout the entire series (Battle, for instance, in the 'school' scene), but the idea itself makes sense, especially if there is the undercurrent notion of apes not wanting to replicate the self-destructive behavior of humans.

The mantra was introduced in Beneath, so isn't really canon to the original film. As far as I'm concerned, seeing that the line originated via a sequel (not even one of the original writers) and it wasn't in the novel, then this film could freely omit it. In the end of the day, it was a statement against murder and a show that apes had reached a certain level of civilisation, and can be seen as a glorified "Thou shalt not kill" (not surprising that Zaius was the first to utter it in the films). Anyway, it's not as if the "commandment" prevented executions and the like; but then it's human to err. ;)

The gorillas are the warriors, the chimpanzees are the intellectuals. I could see a chimpanzee filling the position of general since it would take an ape with a mind for strategy.
