POTA = Conservative vs Liberal
It tries too hard to be a social commentary on earth-world politics. Because of that it fails to entertain on any level.
Everyone you meet is fighting a battle you know nothing about.
be kind, rewind...

You're saying what?
Attempting to define this movie in real world values would mean it's the liberal general Thade fighting to enslave other beings vs. the conservative Ari who fights for individual freedom?
The problem with your theory is this particular movie doesn't really make sense in either real or fictional terms.
The entire POTA saga has always contained thinly veiled (typically left-leaning) social commentary. The original had a science/reason vs. religion spin, not to mention man's proclivity for war. Conquest of the Planet of the Apes was a civil rights allegory.
Burton's POTA certainly aspires to keep this tradition, but its message and thinking are too muddled. As someone right of center, I found it all more shrug-worthy than offensive or thought provoking.
