Who was smarter between Bebop & Rocksteady on TMNT?

I always thought Rocksteady was the slightly more intelligent of the two buffoons.

Bebop seemed slightly less unintelligent to me since he knew in the episode "April's Fool" that "that was a different princess"...(lol)
