Erm...I believe that was the point the film was trying to make, that he couldn't do the accent to save his life.

Hugh's character didn't try to be American until he made the attempt in the car with the James Caan character. He was so bad at the accent that it was painful to listen to. What's really good about this film is that Hugh's character knew that he WAS really bad at it and he kept his talking to a minimum. The waitress who was taking his order in the steak restaurant and couldn't understand him was also from the Sopranos.
