Never understood that. He targets her the most, etc, yet she's the one who tried to get the others to go to the authorities. Though I wonder if that would've led them to figuring out what he did to David Egan

She talked about going to the authorities, but she never did.

I don't think he really targeted her the most in the first movie, it just seemed that way because the story was told mostly from her perspective.

That's fair, as she's the lead.

But still. I feel like if I was him, I'd save the person I blamed most for last, so they could be terrorized the most. The most innocent I'd do first to spare them the extra time being afraid and to use them as a warning.

In the original film, I think he targeted the four of them because they were the only possible witnesses who could have led the police to him. In this one it's just pure revenge motivation.
