As far as I can recall, Kathleen merely denied NY152 was the rooftop killer, not whoever was arrested. (Of course, that doesn't prove she isn't guilty.) George was the one who tried to pin the killings on NY152, so he definitely could have been the killer. Christina supported George's idea, so perhaps it was her. Frank's own girlfriend once suspected him of being the Unabomber, so there's something about him that makes him credible as a serial killer. The wealthy Fox men probably feel entitled to do whatever they like. Rose, the cashier at Zabar's, seemed to be a bit off somehow, with her overly literal "Happy Thanksgiving back". I don't trust Miranda Margulies, who writes those "I hate math" kids' books, on general principles. I can't think of a good reason why it should be Birdie, but then it usually is the last person you'd suspect.

OK, this movie finally makes sense. Birdie is a fascist lone wolf assassin. Joe Fox is a Mafia-linked megalomaniac bent on world domination - transparently based on Rupert Murdoch.
Frank is the real hero. Kathleen tries to frame him as the Unabomber and derides him for his support of the Rosenbergs - she's obviously anti-Semitic. He is ahead of his time, using a typewriter to thwart the NSA.
Now I'm thinking that was oversimplified.

It's pretty obvious that George is an undercover cop who is hopelessly out of his depth. He thinks Mafia Joe is the Rooftop Killer.
Joe has a dog to humanise him, covering up his ruthless personality. It is, of course, too much of a coincidence that he strikes up a online relationship with Kathleen at the same time his store is about to put her out of business. He has obviously worked out that Kathleen is the Rooftop Killer and is blackmailing her.
At the end, when she says, "I was hoping it was you", she means that she had worked out who was blackmailing her, and is about to kill him...
