Instead of everybody, due to security reasons, getting outside for 30 minutes everyday. One person "randomly" got the AoD everyday, but it turned into the strong taking it from the weak.

I never understood why only one person had that opportunity PER DAY. It was only for 30 minutes so why not have 10 people have 30 minutes each during each day?
I'm not sure if I remember correctly but I thought the person in charge said the prison was over capacity and that there were 1000 prisoners there instead of a smaller number. Did I hear that correctly? So if there is a rotation, each person would go outside only once every 2.5 years.
