Honestly the only reason I can think that this flick had such an effects budget and ended the way it did was because it was a pilot, but I can't find out for sure. Anyone know?

I think the movie ended the way it did because they wanted to leave it open for a sequel which obviously never happened.
But yeah, the special effects kind of confused me too, as I definitely didn't expect them to be that good for a B-movie made back in 1997.
