It happened during episode 18, "King Wick", at about the 19:55 mark. Probably an accident (or was it?), but it was pretty funny to me. Donnie's such a horndog!
Just one of many examples of how cheap production was on this show. They could've reshot that part or edited it better, but clearly didn't try very hard.

Looked like a total accident on his part, but she noticed straight away and looked down at her chest drawing attention to it, which is why it's so obvious.

Funny, I was on episode 17 when I saw this so I was ready...
It actually happens twice around the 19 minute mark. When the battle is "won" and they all regroup, Donnie does a full on grab. 30 to 40 seconds later when they're all congratulating each other, he does it again as if to sort of pat Venus on the shoulder. The first one seems to go unnoticed, but in the second one "Venus" very obviously shoots Donnie's hand a "what the hell!" look as he fumbles to move it without making a huge gesture.
Haha! I missed the first feel. Much less noticeable than the next one. The actors clearly couldn't see *beep* in those costumes.

Ha, Don is Peter Laird's (co creator of Ninja Turtles)favorite turtle, and Venus he hates with such a strong passion that you can't even joke about it with him. Of course his favorite would cop a feel, ha.
Can't blame him, though, Venus is such a babe!
He dusts off her chest in one of the episodes, I can't recall which one. Maybe the one with the staff of Bukai? So, that makes three times he felt her up.
