Why does he press the button twice?

They are on the rooftop. Jackie is preparing to fight against the other asian dude with an earring. The tall, western guy is prepared to measure how long it takes for the asian guy to knock down Jackie.

The western guy pushes the clock button once, and it starts measuring (slightly after the fight has already begun). Now, after some punches, he presses the clock button again, and it makes a "*BEEP*"-sound. But then he presses it AGAIN right after the previous press, and it makes ANOTHER "*BEEP*"-sound!

My questions are:

1) Why would he even need to press it twice (after the first press, that is)? Wouldn't one press start the timer, and the second press stop it? What's the third press?

2) Wouldn't the third press start the timer again? Or does he press another button to do something else (what)?

3) Then we are shown him pressing the button (or another button?) the fourth time, and the timer starts running again. Now, is this a special clock that requires ONE press for starting the timer, and TWO presses to end it? Wouldn't that MESS UP the timing? Isn't the stopping-part more important to get to be accurate? (I mean, if a clock must be pressed twice to start, and the timer-guy knows it, it's not gonna be a problem, because he can press it once first, then when everything is set and ready, he can press it a second time to activate the timer, but when ending the measuring, two required presses would be a disaster for timing accuracy!)

4) No one presses it at all after this, and yet when the western guy starts fighting and shows off his standing leg split, the asian guy yells: "Twenty seconds". How can this be measured, when nothing was pressed at all? Did the asian guy simply deduct his own time from the time that the western guy has fought? Why do it in such a complex way? And why didn't the western guy STOP the clock before handing it to the asian guy? Did the time suddenly stop mattering? Why even time anything if you don't care enough to do it after all? I mean, why bother? Why not just focus on the fighting? Why even yell "twenty seconds" if the previous fight wasn't measured or at least the results were not given any attention?

I think someone screwed up when making this film.

First beep to stop timer, second beep to reset timer and third to start timer

Yes, or he took an intermediate reading first while the clock ran on, then stopped it later.
