No sub-titles or close captions

I had gotten used to movies having sub-titles and/or close-captions and was disappointed that The Sticky Fingers of Time did not or at least the Strand Releasing version I got doesn't. I could understand some of the sound-bites but was unable to follow the overall plot which seemed interesting.
