Does anyone know why the tv series that was supposed to follow this pilot episode never happened?

I just watched the Blackjack trailer and none of the footage is in this. So other part/s for this series was filmed.

The trailer does feature alternate angles from existing scenes but nothing more that would have been shot and not used.

The pilot was filmed in 20 days and that's it, nothing was shot for the series as they were waiting for the USA Networks greenlight which never came.

I wonder had this become a tv series if Dolph would be the star or they would get one of those lesser known martial artists/action stars to replace him
