Help identifying an old He-Man cartoon

I have a very vague memory of this, but when I was a kid I had a VHS tape of an episode of He-Man. But it wasn't a regular animated episode. It was like an animated comic book with narration and dialog (the animation didn't really move too much).

From what I remember, He-Man fought these rock soliders, but then he used water to destroy them.

Does anyone know what the heck I'm talking about?
