Song Help!

Can anyone tell me the name of the song that is playing in the background during the scene in which
the women are creating mischief with guy who lives across the street. The scene ends with the lodging
some object at his window and it winds up breaking a glass on his table. The song that is playing in
the background has the lyrics "shout it from the rooftop....I'm ready to go" at least that's what I think.
Does anyone know the title of the song and who performs it?
