I've been trying to find the name of this movie for years!

I saw this movie on HBO one day in like '98 or '99 and thought it was great. A few years later I wanted to check it out again but could never figure out the title or any actors names from the movie. I finally was able to figure it out by googling "movie scene: woman rapes man tied to chair". There was a discussion on a forum where people were naming movies where a woman rapes a man, and wahlah!

I'm happy to have found it, now I gotta figure out how to get my hands on it. I'm shocked that Netflix doesn't have it.

I know exactly what you mean. Although I always remembered that Thomas Jane was in it so that helped me to track it down, but it was never released on DVD. I finally just downloaded it from bit torrent.

The film was released to DVD in 2002 by Polygram/USA films. A week after its release, Polygram/USA Films went bankrupt, and no more than 1,000 copies of the DVD were made. (This was not the only film that got hurt by Polygram's bankruptcy; The Last Days of Disco, Topsy Turvy and No Looking Back are also Polygram/USA DVDs that are rare and hard to find because of this. The only film that was shielded from the Polygram bankruptcy was The Big Lebowski, because the Coen Brothers own the American distribution rights to all their films.)
