To be frank, I never thought that Shinobu had a relationship with Tsuge. It seems outta character. I was seriously surprised....And she chose Tsuge over Goto???? She's crazy! And Goto also didn't do anything! Arrrgghh, why these two can't be together!?

What do you mean she chose Tsuge over Goto? She had to arrest him! :P It's true that Goto's words at the end of the movie, "I guess they're all I've got," are a little as though they're from a rejected man, but I still don't see your point.
sharei think what hanitje meant; nagumo chose tsuge's heart. i thought it was OOC too when the secret was out; nagumo was having an affair with tsuge while he was married.
goto helplessly stared at the helicopter, heartbroken...nagumo arrested tsuge because she loved him. and it was so hard for her.
and the hand-holding between tsuge and nagumo. even matsui seemed taken back with this revelation.
IMO.
Shinobu arrested him because she loved him? What?...
