I'm confused, is Patlabor at all affiliated with Appleseed?

pardon my newbieness, but I don't know Patlabor at all & I think I see a roboty guy w/ Briareos-like rabbit ears. Coincidence? I got other newbie questions, but i'll try to hold off until someone can help me w/ my first question. Danke schoen
