TEDDY BEAR HELP!

There was this old 80s cartoon about a stuffed bear who was left in the woods one night and mother nature brought him to life and gave him a cape to fight crime. I thought this was it at first but its not. Does anyone know what I'm talking about?

Superted? It also had a "spotty man" from outer space and a Texan villain who hung around with a skeleton.
