Yes, They are cheap optical binocs that have a built-in cheap digital camera.

I believe they're autofocus binoculars, probably made by Minolta:

The other poster suggests that they have a digital camera inside them, but this is probably wrong; the film was shot in 1998, several years before digital binoculars came onto the market.
