Out of all the Spaniards in the cartoon, he is the only one who actually looked Hispanic, everyone else looked like pale Englishmen.

Actually, he's the one who looked the least like a Spaniard. Spaniards were also pale.

Parts of Spain were ruled by the Moors from North Africa until the 1200's so it's possible Gaspard had some moorish ancestry giving him a darker complexion than the other Spaniards
