How did Serleena get to earth if K deployed the arc net in 1969?

I mean if K put up the arc net back in 1969 Serleena would not have been able to enter earth. Can you explain that to me?

To be specific other aliens could still enter Earth, that was only for the boglodites.

If the Arcnet destroyed all incoming ships, there would be no aliens at all on Earth. We would have essentially cut ourselves off from the rest of the universe. The Arcnet was meant to identify and destroy Boglodites
