Has probably been asked in the past but...

At the Statue of Liberty when Wolverine manages to get to the very top where Magneto has Rogue- Cyclops says "I have a shot" and Jean tells him twice to "just wait" before he eventually just takes the shot. Afterward she has an odd expression as if she were hurt by his decision. Why did she tell him to wait?
