I own SNAKE EYES on VHS and I was watching it this morning, towards the end, right after that boxer beats the hell out of Nicholas Cage and Gary Sinise starts to yell at him, their is a line where SINISE uses the word "hell", but if you play it back and look at his mouth, you can clearly see he is saying the F Word, and this is the VHS Version, it wasn't on TNT, TBS, or USA, It was on a tape inside my VCR........LOL!!!!!!!!!!! What is that all about ?

It was likely dubbed in order to avoid an R rating. When it got an R anyway due to violence, it was probably not worth the trouble to change it.

The film is rated R. I saw Snake Eyes on DVD and it was still dubbed. Either someone just made a mistake and never corrected it or that was intended. The movie gives no other reasons for being rated R other than "some" violence.
