Because Major League: Back to the Minors is not a sequel to the first two movies. It is a spin-off. It uses a few of the same characters in a completely different setting. It is not a continuation of the original story. Similar to sitcoms Cheers and Frasier, and Friends and Joey.

Working titles are just the titles they put on the script or initial press releases until they decide on what title they will use upon the release of the movie. The titles they use in foreign markets are meant to dissuade any confusion if the final US title does not easily translate. They will also use a sequential title in foreign markets to attract audiences of the previous movies to increase sales. The final US title is Major League: Back To The Minors with no "3" in it, so your point is moot and invalid.

Charlie Sheen wants to produce a movie directly related to the first 2 that will be a continuation of their stories and correlating to the number of years that have past since the second one was released.

My guess, anyway, is that it wouldn't be called Major League III, but have a title like ML: Out of Retirement or something like that. I'm sure other fans could come up with better titles for it!

The point is not moot at all. Whether Charlie Sheen likes it or not, they already made a third "Major League" film WITHOUT him in 1998. Numerous actors from the first two films already reprised their roles in that movie. So whether the third film or fourth film used the numbers "3" or "4" in their titles, it wouldn't change the fact that any "Major League" movie Sheen starred in now would be Major League 4.

1) Major League (1989)
2) Major League II (1994)
3) Major League: Back to the Minors (1998)
4) Major League: Out of Retirement (2022 or whatever)
