Can I Use voices of this movie in my electronic track or is it illegal?

I am wondering if I can use some voices from this movie in my electronic track, I am thinking of releasing it so I have to make sure I own all the sounds in it, but some of the background voices are taken from this movie, in total about 30 seconds of voices are taken max. If its illegal does anyone know who might be the copyright owner ?
