What Was the "Toe Cutter" Reference?

We see the lead interviewer get a verbal clue (or something seemingly important) late in the film from the reporter about "toe cutter." I might have missed it but there was no other followup or explanation.

He killed sixteen Czechoslovakians. Guy was an interior decorator.
