The tape that Tom Sizemore's character had wasn't the one that Jon Voight's character really wanted. Why did Will Smith say that that was where the tape was? I've never understood that.

The FBI was surveilling Tom Sizemore's place, if they saw Jon Voight there, they might intervene and save them.

It's a trap, for either the FBI to save them as Stratego said, or for something along the like of what happened to happen.
