I may be mistaken, but was Rockhound's loanshark sitting in the front of Grace's wedding? If yes, why would that be?

Although Rockhound could have gone in to Truman and said, "hey, in addition to the other materialistic-weasel demands we made before we left, I gotta make one more -- why don't you call up the President and tell him I need a bonus of $100,000 out of NASA's petty-cash fund."
Or, he could call the President and say, "Hi, this is Rockhound, your new national hero, and I have a problem -- a loan shark is threatening to bust my head with a sledgehammer," upon which the President would make a quick phone call and the FBI would drag Loan Shark Guy off by the heels to Gitmo and he would never be heard from again.

Obviously your second scenario didnt happen if he attended the wedding. Unless that church is located at gitmo. However, im sure with hazards pay, everyone got a pretty penny for their evolvement as well book deals, movie deals.... Hell in today's age rockhound would have made a kick started campaign to pay back his $160k loan (60% interest) and gotten millions from thankful citizens of the world.
