Because of all of the trouble the Rangers caused her and Zedd, Rita knew you couldn't get rid of the Power Rangers. She did send monster after monster after them for a few years and she, as well as Zedd, were met with defeat each time.

There's an old rumor that an original script did indeed have Jason and Kimberly dating, but why they broke up with their love interests (Kim's unnamed boyfriend in her "Dear John" later to Tommy and Jason's love interest Emily from "Power Rangers Zeo") isn't known. This hasn't been confirmed, but it is a popular, and possible, belief.
"what happened to the Zeo Powers?"
The Rangers had to switch from the Zeo powers to the Turbo powers in order to safely enter the Nemesis Triangle, go to Muiranthias and stop Maligore. Zordon said that even the (Zeo) Zords would be ineffective if Divatox and Maligore united.

so Rita was thinking Divatox will fail to get rid of the Power Rangers. and why did that happen where after Lord ZEdd and Rita blew up the Machine Empire they declared they are back but then are no where to be seen after (Except the one minute cameo in the Turbo movie)
Rita probably wanted Divatox to not go after the Power Rangers because she and Zedd were going to do that after destroying the Machine Empire. Also, the original plans were to have Rita and Zedd as the primary villains again for "Power Rangers Turbo", but unfortunately, the actress who played Rita was unavailable to be on the show for a while (why I forgot), which is why it took a while for Rita and Zedd to return to the show. As a result, they just had a cameo in the "Turbo" movie.

well it would have gotten old of having Rita and ZEdd as villians in Turbo as they were in 150 episodes of MMPR and 20 something of ZEo. and they should have explained why they retired. or Maybe Rita said run knowing Divatox will have the same luck Rita had.
sharethey should have tied up the loose ends as to why Lord ZEdd and Rita declared they were back in power but where no where to be seen in Turbo, would some fans theorize that Dark Specter had the 2 sides: lord Zedd and Rita and the Machine Empire give up on the earth? but why did the Machine Empire give up too, as King Mondo was shown to be alive from the blast when the Machine Empire got blown to bits and they were rebuilt for In Space.
having them in Turbo would have been dull as it would have been the same as Mighty Morphin Power rangers ,we had at least 150 episodes combined of Lord Zedd and Rita.
