Walter Jones (Zack) would have to give up his Screen Actors' Guild (or SAG) card because all of the cast members on the Power Rangers show didn't have one. As a result, it was reported that they got lower pay and longer filming hours. On the Trivia section for "Mighty Morphin Power Rangers" (or MMPR), it is said that filming lasted five days a week for sixteen weeks straight, and they filmed four episodes every two weeks. The actors who played the Rangers, though, worked seven days a week, because they spent weekends doing Additional Dialogue Recording (or ADR) sessions for the Japanese ZyuRanger footage, also known as the costumed Power Rangers footage (monster fights, Zord fights, etc.). The ADR sessions ran late into the night and the actors weren't paid extra for those extra dialogue recordings. So working seven days a week for sixteen weeks straight, plus long shooting hours, low pay and a next-to-non-existance social life, is a pretty grueling task for the actors.

It's also one of the reasons why Amy Jo Johnson (Kimberly) left the MMPR show and did other projects, and believed to be by many as to why she doesn't want to return to the show. I assume the reason she returned to the "Turbo" movie was because she either was under contract to or, as rumors insist, she reprised her role as a favor to the crew members. Austin St. John (Jason) likely jumped at the chance to appear in a "Power Rangers" film after his successful guest stint/return on "Zeo" and due to the fact he wasn't in the first movie, but nobody knows for sure why. It is rumored that Austin and Amy Jo were supposed to replace Jason David Frank (Tommy) and Nakia Burrise (Tanya) as Rangers in the film and on the "Turbo" show. Kat would've become the Yellow Turbo Ranger, while Jason and Kim would've become the Red and Pink Turbo Rangers, respectively, in one early draft of the screenplay. The rumors say that the idea was scrapped when both actors declined to return to the series.

Also, here's a bonus bit of Trivia for you that you may not have known:

There's also a report that ALL of the five original Rangers were supposed to appear in the "Turbo" film, even David Yost (Billy) and Thuy Trang (Trini). While I'm not sure why Miss Trang didn't return, Mr. Yost was actually spotted on the set by extras and filmed some scenes that were omitted when he quit the series due to disagreements with the crew, his low pay and lowering screentime on the show. That's why we don't actually see David Yost, except for brief stock footage and his voice is dubbed over by another unknown actor, when Billy leaves the series on the two part storyline in "Power Rangers Zeo" when his character rapidly ages.

I hope that answered your question.

Yeah even though I hated how all the original acters were replaced, I still think they were the best, I can still understand why. The PR acters these days have got it easy working under disney. They're paid under a union and the season's are only half what they originally were. If you remember MMPRS1 was 60 episodes and S2 was 53. How JDF and Bill Yost stayed for as long as they did is beyond me.

I suppose Walter Jones would have replaced Steve Cardenas as the Blue Turbo Ranger, so if Jones had accepted the SAG proposal, we could have avoided Justin.
