In all fairness, IMDB Box Office/Business says that it made $309 as of September 1997 in the USA only. Since it was only played on 1 screen, it seems more like a straight-to-DVD movie than a box office flop (though technically it does appear that less than 50 people saw it in theaters, BUT that is in the US). This movie is titled differently for 4 other countries, hence it was released it at least 4 other countries, probably more. IMDB doesn't list the worldwide gross, so who knows? Maybe it did really well in Argentina, Sweden, Germany, etc.

Also there's rentals (which make up a large part of a movies revenue) of the VHS over 5-10 years, plus the cost of the rights to play it on TV/Cable. So it's entirely possible it made a lot more money, though probably not likely. You'd think WB would want to release it on DVD so they could rake in another $300.

However, I must digress, it is funny! I have never seen another movie that made so little money. All the same, I thought it was a cute movie.

Basically, it has to do with SAG requirements for some actors. Even for "Direct to Video" projects, there has to be an actual theatrical release, even if it's only one print that runs in one theater for one day. I think it was Entertainment Weekly that ran an article about a movie that made $14 (and half was refunded by the producer after he found out a friend saw it). I don't remember when or what the title is, but Katherine Heigel is supposed to be the major face in it.
