"The Tony Ferrino Phenomenon" was finally released on DVD in the UK by 2entertain/BBC on 28th May 2012. The DVD includes the main "Phenomenon" show (1 hour) plus the hilarious (and essential) mock-interview programme "Tony Ferrino: Who and Why - A Quest" (half-hour).
It's a shame that Ferrino's 1997 "Comic Relief" (TV-charity-a-thon) appearance, where he performed the "Short Term Affair" duet with Bjork, isn't included on the DVD as an Extra - but I guess you can't have everything :)
