'Operator, I'm stuck in a car wash!'

So what was the significance or meaning behind that scene?

My take is that it's his way of finally admitting to someone that he has no idea how to handle the issue with his daughter. It's like a metaphor for the helpless frustration that he feels inside and his opportunity to finally confess it in the form of being stuck in a car wash.

Furthermore who the hell would call the operator for something like that? I mean what did he actually expect her to do?

~What if this is as good as it gets?!~

I think you're right.
I think it's also a... "foreshadowing" for the accident. He is trapped in a vehicle with water rushing towards him.

In regards to him calling the operator, I thought he was going to ask her to connect him to the gas station, so he could let someone know he was trapped. But, pretty quickly he just thought screw this and got out.
