Why Santa Rosa?

I watched this film, heard about Santa Rosa and never gave a second thought... Then I watched Testament (starring Kostner by the way) and I hear again this Santa Rosa.
Is there any reason why Santa Rosa is a recurring safe location in case of a nuclear holocaust?

Well, since St. Rose, Oregon is a fictional place it only stands to reason that its reputation as a post-nuclear safe-zone would be fictional as well.
