I think I remember this film and I remember a deputy or something walking outside a building and he gets whisked away by something.
Was that Nicky Katt's character in this film? If so, can you explain how that scene happens. Like what it shown on screen. Thanks.

I think he goes outside and is grabbed by an unseen enemy and that's it. We see his hat and radio on the road and his body is never found.

STEVE: [rushes to the door] Bryce, cover me!

[Steve rushes out without stopping and turns and sees a shadow falling over him as we hear a screech; there is a bright flash, a blur of something indistinct* and we cut to Bruce running outside.]
STEVE'S VOICE: [echoing] Nooooooooooooooo!
[Bryce skids to a halt and finds Steve gone; Steve's gun and boot however are on the street, the gun still spinning on the asphalt.]
