i took it as the man who wants 10 just wants them to show that he has power, but the man who wants one would actually use the weapon

actually i took it as meaning that if she is terrified of the man that wants one nuclear weapon, she doesn't have words to describe how fearful she is of a man who wants 10.

No it is what the "iyc_blu" said. The person that asks for 10 nuclear weapons wants them for negotiation. The person that asks only for one, most propably wants to use it, and that makes him much more dangerous.

As long as you believe it, it is true.

The idea behind her statement (if you ever studied international politics) is that the man who wants just one nuke will undoubtedly use it. The man who wants several wants them as leverage for simply more power. It is unlikely that they will use it.

Actually, this was stolen from the novel "The Sum of All Fears", by Tom Clancy. As are many of the subjects in this movie. This is the typical case of someone not being able to buy the copyrights to make the novel into a movie, and slightly adapting the topics to make a similar story.

"The Sum of All Fears" was released as a movie later on.

Clooney's character is supposed to be Jack Ryan. His Russian friend (don't recall his name, but he's played by Armin Müller Stahl) is supposed to be Spinnaker, etc...

Both are good movies, and the novel is an awesome read.
