So they can ward off the original owners trying to get them back before they've paid the fine?
It's just that towing guy that said "puh-leeze" and revealing a handgun to the Edgar Bug wielding the shotgun - I believe Edgar was in the right to kill him.

If you look on the side of the truck, it has an official city of New York shield on it. There may be a branch of the police department that tows vehicles as opposed to a private contracting firm. That gives him the authority to carry a handgun.

It's a dangerous job, he could easily have a permit to carry it, in either case "Edgar" was not in any way entitled to kill him, he was the agressor, he pulled out a shotgun, the tow-guy assumed showing that he too was armed would deterr him, obviously it didn't.
