Unknown Actor

In Men In Black there was a character that stood beside Frank the Pug that talked. He looks exactly like Riff Raff (Richard O'Brien) in The Rocky Horror Picture Show. IMDB does show Men In Black on Richard O'Brien’s filmography, nor does his name appear in the cast list for Men In Black. The character is uncredited, and I would really like to know who the actor is, as well as settle a bet with my son. Thank you.
