Who killed Billy Sullivan?

It wasn't her that killed Billy. James Garner's character admits killing Billy during the final speech with Newman.

In the final speech with Susan Sarandon, she admits her complicity, but not to being the actual shooter. She was the femme fatale, the woman behind it all, but Garner did the actual bad stuff. I was hoping it was Reese at the end...oh well.

That would have been a neat trick. Killing someone before you are born !!!
Her character was 17 in Mexico, 19 through the remainder of the story. Billy was killed 20 years before that.

She pushed him into the empty pool and Raymond (cleaning up the mess so as not to leave any loose ends), finished him off.🐭

No. A drunk Billy comes to kill Jack, and in the struggle, Jack accidentally pushes him into an empty pool. Terrified, he calls Raymond (Garner) and leaves thinking he killed him. Raymond finds him still alive, so he shoots him in the head and buries the body nearby. Catherine knows all of this except that Raymond actually finished the job of killing Billy.

20 years later, when Jack is being blackmailed by Willis and Gloria, it's Catherine that tips-off Raymond with all the "where's" and the "who's" to keep the secrets. She has nothing to do with Billy's murder, but she is an accomplice in the three later murders (Willis, Gloria, & Ivar). Harry lets her get away with it.

Raymond realizes Billy Sullivan will be paralyzed from that fall so he puts him out of his misery.

Raymond kills the other 3 people involved as well. Even mentions the number of opportunities he had to kill Harry over the last few days of the story.

The biggest plot hole to me is they found Billy's skeleton...it could have been buried anywhere on that ranch property but they found it. Hmmmmm.....

Otherwise, great cast and great acting. Garner should have gotten top billing as well.

Raymond claims Billy would have been paralyzed at first, a weak defense of his actions, though later he admits he did it for the money. He only kills the other three people because Catherine has told him who they are, what they are doing, and where they are at.

Discovering the body is not a plot hole. When Harry is waiting at the Ranch House, he sees Catherine go to the exact spot, kneel, touch the ground, and cry. She is checking to see if they have found the body yet, and relieved they haven't.
